There is a paved parking and paved trails. There is a paved boat ramp to the water. A few trails and most river access is gravel. Much of the park is mowed grass, a stroller with larger wheels would be able to navigate the mowed grass.
Yes this park is very easily accessible with a stroller bring a loaf of bread or two and feed the ducks the kids will love it
