Yes I believe that dogs are allowed. I am pretty sure that you must have them on a leash even on the beach. I doubt that you would be hassled on the beach with out a leash as long as your critter is well behaved
I saw plenty of dogs when I was there two months ago. Leashes are required, although the further down the beach and away from the camp sites you go, the less people seemed to pay attention to that rule. There are signs warning of bears and mountain lions. I seriously doubt you'll encounter anything like that, but it is something to think about. I'd at least keep my dog nearby at all times.
I havent been camping at kalaloch since i was bout 12 yrs old. They allowed us to have our dog heidi with us
