The bottle return is supposed to be open the same as the store is open. If the store begins selling returnable containers at 7am then they are required to accept returns at 7am. If they are selling containers at midnight the statute mandates they accept returns at midnight. It is the law in Oregon. How Walmart has gotten away failing to meet these requirements is beyond me. People should be complaining because retailers - not so much consumers - we're involved in constructing the law, and the follow-on bottle drop law. Retailers who aren't willing or unable to comply should be restricted from selling merchandise that are covered by the bottle bill!!! Fairness dictates it.
