No emergency funds for that--client's rent is lowered so they should be able to pay utilities. The basic formula for rent is 30% of adjusted income minus utility cost. HA's don't subtract what you actually pay, there is an allowance. Try calling Energy Assistance or 211 if you're about to get shut off.
