Yes there are Rest areas with RV dumping and fresh water they are north I-5 and if you go passed the rest stop to the very next exit and turn around there is a rest area south bound there is also a rest area south bound just after exit 189 with RV dumping and fresh water

There are dump stations at rest areas o. I-5, both north and south of the drop off.
