Keep it away from the tree line well towards the water and you'll be fine. That David Orton fella is being a drama queen. I've had the park police walk by my groups fire and say nothing, it's all about being responsible.

It is illegal to have ANY fires, and extremely dangerous to do so. There is very dry undergrowth and tree leaves that ignite instantly. The people I see that feel they don't have to obey state and local fire restrictions don't even have enough sense to bring some water from the river to where their fire is to extinguish it when the wind speed increases.
