Yes you have to pay to surrender animals. For adult cats with record its $25 and without its $35. Its also necessary to set up an appointment with Homeward Bound before surrendering an aninal
If you qualify for low income (such as recieving food stamps or housing) the surrender fee is $10. You must provide proof of low income which would be mail or a letterhead with your name on it. Otherwise yes, it is $35 without vet records, $25 with.

No it doesn't cost to surrender an animal , but they would like you to donate. So donate some money to them that would have been used for a surrender fee. I don't think they take cats.
It is vital you set up an appointment because they don't always have space for a surrender.
