Is there cell phone service?

I have Verizon and had pretty good service everywhere.

There is cell phone service at the lake. But anywhere else on the campgrounds is without signal

It's sketchy at best unless you are out on the water.

Yeah, at the boat launch and camp grounds depending on the carrier but not good reception on the drive there

That will vsry by carrier, but the boat ramp can sometimes get LTE. And I have T-Mobile. Oddly my tablet had a better data signal than my phone. YMMV and I would expect not to so that if you do you are pleasantly surprised.
