We had an upper floor which was good . not much of a view unless you stay closer to the cross street corner of the hotel. Road noise not a big issue.
I think, rooms which are in the close vicinity of the restaurant have better view.
I generally use Priceline for booking and I'm not sure if the actual hotels love that, but it saves money. Our first time at the Executive on 5th, upon check-in I mentioned it was our 1yr anniversary and the individual checking us in upgraded to a corner king suite...it was amazing, the room(s) were good size and the views were fantastic... especially at night.
The closer to the restaurant the better. In my opinion
