Ross does sell makeup but clothes and household items are bigger sellers.
I think Sally's will do just fine. I love Sally's and would rather shop at Sally's then Ulta and I'm sure others feel the same

Ross sells Ulta products
Ulta and Sally's co-exist all the time. Sally's may lose a little business in their make up sales but the majority of their product isn't carried in an Ulta store. As for Ross, I don't think they sell make up? Any loss if business will likely be so slim it is unnoticeable.
