Yes but you can't go into the actual temple (unless you're a temple recommend carrying Mormon but then you probably wouldn't ask :) you can also get a free book of mormon in the separate area. In Spanish Fork is the Krishna Temple that the Mormon church helped to build, there I believe you can get a full tour and some nice ethnic food at the end of the tour. (see their website)
There is an area where guests are allowed to go. It's the small building, opposite the temple from the fountain just outside. It's accessible both above and below ground. There is usually an informant there that can give you information about the temple.
