Candice, YES, it's down stairs; in the parking​ garage. And as others have remarked, in several other locations as well.

There are bikes racks in the underground parking lot near the Northeast stairs. There are some above ground at the South parking lot on 200 South and University Ave. They are at the north end of the parking lot, by the Southwest gate.

There are bike racks located at the northwest gate of the south parking lot. There are also racks located in the underground parking facility near the underground entrance.
