Is this public or private land? And what is the physical address of the parking?

The land is owned by Roche Harbor Resort. It is private land, but the company opens it up to the public as if it's a public park.

There is a curfew, not sure the time. You must park in the lot as the entrance is in a housing area where strict no parking is observed
