I'd assume no dogs - humans do enough damage to the flowers as it is.
I don’t think so I never notice this as well.

It is mainly a car tour thru the valley, with places to stop and walk some of the tulip fields ... Since they are basically farms, dog friendly is likely, but up to each farm or stop along the route.
