The actual tulip fields are not wheelchair friendly although you can park at some places and view the tulip fields. The best time for that would be during the week. The traffic on weekends can be pretty heavy. Overall the parking areas are not very wheelchair friendly but the city of La Connor has paved wheelchair friendly parking areas right in town, with side walks and wheelchair friendly entrances to restaurants and shops.

It depends on each farm, there are ways to pull over, but on whole wheelchair access may be problematic.

some of the walkway are wheel chair friendly. some are not accesible

If you are wanting to see tulips, just pulling up to fields you can drive up to them directly. If you want to see farms that have gift shops and different garden then yes wheel chair friendly
