Well everyone is rite it just depends on who ya deal W/ and you could call 211 and I believe their phone lines are open from like 8am~2pm

You can make an appointment at your local office and they will most likely give you one there instead of mailing it.

At the dshs office on 72nd behind the transit center. 1301 72nd st e, Tacoma Wa

Mine was given to me at the Whidbey Island office

It gets mailed out to you.
