Most states with an income tax have auch lower sales tax. I think Kansas was 5%.

Tbh the voters wont approve one because no one expects the state will reduce the sales tax in areas, it's very very rare that states reduce taxes that exist so voters are hesitant to implement an income tax because there is no guarantee the state will abolish the sales tax. My favorite introduction of an income tax would be to create a base, say household incomes of 250,000 or more would pay an income tax and we keep the sales tax as well.
