They open at 10 am now instead of 11 AM, but I want to say they still close at 7PM. Because I was always finished shopping at Winco, by 10 and they were still closed until 11AM, I would go to Goodwill, but the last time I went by they changed their hours opening finally at 10AM.

You would have to talk to corporate about that, but one main factor is economics. After 7pm there aren't many people that shop and from a fiscal point of view it doesn't make sense to stay open later. For every hour that a retail store stays open you need approximately $300.00 in sales in order to pay wages, the power bill, and etc.
