If you live in Snohomish County, you can call there waste division in Clearview. If you live out of the county call your local Sheriff. You are going to ask for someone to come out and do a vin inspection for the autos and boat that is abandoned. They will give you directions from there.
Washington State Patrol, requires all vehicles: cars, trucks, SUV's, motorcycles, boats, and trailers, are required to have a title to scrap them.
