No you have to sign up for the HEN program. MDC can help with that for a referral.

Yes the HEN program through DSHS and the HARPS program, appropriates $3500 into a check that's given to your landlord. They do this for up to 3 months. To qualify just go onto your local DSHS website, I think you have to be in recovery from a substance & have been recently been admitted to a Treatment center , Mental ward, or a Counselor.

Yes they do have rental assistance along with power assistance for Tacoma city light. They are both in the same office, power assistance is on the left side, rental assistance is on the right in a little window. Ask when you go inside.

There is no rental assistance there. unless you go through churches, try calling Our Lady Queen of Heaven in Spanaway.
