Don't leave your dog in your car either. It may not be hot outside, but the sun will bake your pet in that metal box of a car.
Thats the rule everywhere generally besides farm stores. People are just getting away with it. Its not fair to real service animals doing their real job! These little dogs are a distraction and should not be in stores.

I don't know if officially allowed but I've seen many a small dog being carried and or in the cart. Other than Service Dogs, I've not seen big dogs inside before
