I know you can access this rest stop if you are traveling west in I68 but can you access this rest stop if you are traveling east on I68?

only if you go to the friendsville exit and get back on i-68 west

No you cant. You would come into Maryland traveling east and stop at their rest area, about 3 miles from the MD/WV line.
