Yes, they don't require visitors to adopt so that should be fine. You might call ahead to be sure but I don't see how visiting is any different from someone who looks at all the animals and doesn't adopt

The parking lot is gravel. From what I remember, the door might have a ramp to it (I'm not sure) but I think there was a wierd step to get in. She could go look at the animals but they want you to fill out papers saying you are looking to adopt before you can take one out and interact.

You are more than welcome to come in and view the animals at Paws but visits are only for people who are interested in adopting a certain cat or dog. You must fill out a adoption form and go through a counsel with one of the adoption staff before interacting with a specific potential pet.
