Can you walk up the exit paved road to get to view point faster if your walking?

Yes I prefer walking that way so I'm facing the cars as they approach so its safer and you reach the viewpoint area faster as well.

Yes, you can walk on the paved biking/driving path. There is not a large amount of traffic.
