Call the Humane Society. Usually its a phone call, plus an in person interview.
There is also Homeward Pet, in Woodinville. It's a no-kill shelter.

Do what Brian said. When you come in, they may have you fill out a form that describes the pet's habits and behaviors, energy level, ages of people in the current home, and what they eat.
