Yes, you can view all adoptable dogs (not in foster homes) at the shelter in person. They have a book with foster dogs on site.
Yes I suppose you can see all the dogs if you go to the shelter in person or if you go to their website you might find pictures of all the dogs they have. In this way, you can identify which dog you are interested in adopting.
If you go in person you may notice some dogs that are not on display in the public walk through area but in restricted/employee only areas. Those dogs won't be adoptable at that time but will eventually be. I would keep tabs on their website because it is updated pretty frequently.
