In addition to Whiddens answer. You can also access a limited number of services for free as a "guest" if you are not a King County resident.
Local taxes and fees! King county library system is free to any who possess a library card, and if not it's as easy as bringing in a photo ID and signing up at the information desk! (This excludes fines incurred such as late fees on overdue books)
