Can u carry-on a kitchen size garbage bag with books and stuffed animals?

You can bring it on as a carry on but you need to have the bag checked in with the person at the front desk and driver. I have seen alot of people bring those bags on the bus.

I'm it exactly sure since I did not see anyone with a bag like that and I didn't use one either. That seems a little large for a carry on. They weigh it though
