The beach is part of the sound so the farther you go out into the water, you'll be okay. As far as the beach or shore, I don't recommend fishing because there are swimmers in all the areas, including people on floaties.
No pier here to fish off try Magnuson Boat Launch area
Lake Washington is where Matthews Beach is located, and I wouldn't recommend fishing there. Too many obstacles including swimmers at that location.
