Yes, it appears that the lots have some handicap spaces, as they did in the red lot. The gate had a chain at the entry and after driving around the block to the exit and seeing spaces available, we were told that we had to go back to the entry and the chain would be removed. We did get in and we're charged $10 instead of $15, The attendant at the exit seem like she needed convincing that there spaces available before telling us that they were counting open spaces. Hope this helps.
I believe handicap parking is available for such a large public venue however I have never experienced it. A better source might be to contact the fair administration offices. The fair does get pretty crowded at times.
