They are rv spots they are on the outside of the roller coaster across the street from it and it is year around.

There is no camp ground there. At the fair you can stay open or close. Even get a stamp to leave and come back later that same day. There is a place at south hill mall for park and ride. Bus is a dollar to the fair and a dollar back to your vehicle.
There are no specific RV spots at the fairgrounds, but I'm sure you could get a campground close by.
