Sometimes you have to reupload documents several times before they will accept it. There's a lot of OCR going on, so be sure the picture isn't blurry and take pictures at slightly different angles. Alternatively, simply take your license to the greenlight hub.
It is best to plan ahead. Get the new one a month before the old one expires and this will not be an issue.
Obviously you had pending issue. A valid license wouldn't cause a deactivated account. The Uber system is pretty efficient when handling issue in my experience
