The "Only" exception to the No Food or Drinks on the Trams is if you have a infant / toddler [lap riders] that you are keeping appeased. Otherwise, no. You can not have food or drinks inside. They do have really nice picnic tables for before or after your tour.
Only if you have a little kid who needs snacks to keep them preoccupied 🙂
