I know the upper deck of the 747 is usually closed to the public, but is possible to visit it if you in advance arrange a guide or tour? Has the Concorde reopened? If it’s still closed will it reopen after Covid?

I was just there yesterday, and asked about the upper level on the 747. At this time, because of covid, there are no plans in the immediate future for a tour of it.

The Concord is open to walk through. It was closed for a while when they were repainting the outside of it. I just was up there a few weeks ago and they are not requiring people to wear masks inside or out.
