yes its open all year. except during fire restrictions. which shoulnt be a problem at all in January. head to the ranger station in Payson for latest info. and they have great maps and books
Id call the NFS for road conditions/accessablility. Its kind of a steep drive in which I dont think would be fun if there's snow. I imagine tho pretty darn chilly rn.
