Just call city hall. They will take your name, etc. And ask how many days you want to stay. The elec. and water are at the 8 spaces for rvs by the pool.
So, I went to the Memphis Police station to get a permit but rhey were closed. I called the dispatch number who then informed me its really just a measure to "Know who's down there".... super easy. We stayed 1 night. :-) Hookups are near the pool :-D
A sign said to call local police station to get permission we called 5 times never got an answer it was after 6 pm...could not really call them spaces not any hookups we just found a place and park for the night for free we didn't see any restricted hours. It's a nice little park if you just need a place for the night not sure I would plan on staying for any length of time. We felt safe staying there.
