Plenty. It gets pretty crowded if there are alot of people, but the staff is really good about making sure it's safe. People are free to walk in and out as they wish, the lighthouse itself isn't a guided thing or a venue. It's amazing, though!
The stairwell gets growded going up and down single file. There are multiple decks inside to rest and wait for people to navigate the stairs. The top can hold about 10 people and there is a staff member at the top who contorls the flow of people in and out.
Comfortably, about 10 people around the top balcony. Going up & down the stairwell, it's basically single file.
