Is there Primitive camping? Like build a fire off trail at all?

Primitive, yes...but very near the busy trails. Fire rings (rocks) are the only allowed areas for fires...unless there is a ban. Bring something to cook on or just go cold.

There is primitive camping but open fires are not allowed. You can bring a camp stove to cook though.

You are not allowed to build fires unless you bring your own wood and a grill or other type of container to build the fire in and contain the fire gathering wood is not allowed, building a fire anyplace than the designated campsites is not allowed. Building fires on the ground is not allowed. But, the campsites are very primative.
