On a sunny day, the water is great! As far as fishing, it depends on the area your fishing in.

Water level low for tubing. But you can still swim and fish.
Yes good water levels for sure! I swam during the day and fish at night, just beware of the hogs at night!
It was at mid april. Not raining at that area for a while but you can always go to the dam area for swimming and fishing
