Yes they are. There is only like five park rangers. They have camp host that make sure they are on a leash

Dogs are NOT allowed in swim areas designated as "swim beaches" even with a leash. Most of these areas are clearly marked.

In the camp grounds area where we always go that's straight down i believe it's peebly Road is very clean and i have seen many dogs there. To be honest I'm sure the dogs are to be on leases but most aren't lol. Pretty much anywhere you go now a days dogs are to be on leases due to laws or ordinances.
