I saw many people with dogs in their canoe/ kayak

If you come into the park in your kayak or canoe from the river, the Rangers will ask you to keep your dog on the boat. If you bring your dog into the park from your vehicle, you may have your dog with you only as far as the picnic area. Your dog cannot go swimming or come down to the swimming area. 🙁 I wouldn't recommend bringing your dog with you unless you are not swimming or if someone stays with it while you swim.

I don't think so. I did not see dogs at the park. But because there is many private properties surround Santa Fe river, I think they take their dogs for a ride.
