There are a few: Neighbors Kitchen & Yard overlooks the river walk that goes through the park and is the closest. Old town Bastrop is 2 blocks up from the river with several other choices.

Neighbors kitchen overlooks the river but there are plenty of tables around to bding whatever you want ( Fuzzy's Tacos would be the best)
