Not on the Dunes side.
Not from the park but there's good surfing on New Smyrna Beach. When you drive onto the beach turn north/left and drive to the jetty. There's usually surfers there.
On the beach side, dunes park side is on the inlet, not really surfable.
Yea there can be depending on tide and wave conditions
Near the Jetty side there is but is a long walk
No nothing big enough to really surf.
