I would expect so, since dogs are. There is a $5 fee for their admission. I'm not sure it's a good idea though, since there are quite a few dogs in the gardens.
Why would you put a cat on a leash? I did not see anything that says you cannot, the did charge $5.00 to bring a dog in. But I encourage you to think about others, do you need to bring your pet?
Policy is for leashed dogs. Since cats aren't mentioned I presume they aren't allowed. I agree with other responses - there are quite a few dogs and I don't think having cats would be safe.
