The stores rent the spaces out, some spaces long term and others for short terms. The next time you visit and see the booth your referring too be sure to ask as to their schedule 😊
I've seen an Avon booth on several occasions but not always open on the weekends.
I'm not sure about the Avon products but they do sell a lot of different products for men and women
