I don't think you can, mostly people just fish and grill out. I've never seen anyone swimming.
No you can not , there is a wide feeder creek that feeds in to lake Hickory , people do get in the creek , but it's patrolled by Hickory City police on a regular basis and I recommend that you do get in the water do it at your own risk, I never seen anyone get in trouble for it as many times as I been with my son he 24 now hope this helps
