I have seen many pet owners with their dogs on leashes during the winter season when there are fewer people on the beaches but it has been less frequent as the weather warms up. I have not noticed anyone being told their pets were not allowed but am unsure of the official rules regarding pets.

No, they are not allowed on the public beach unless your in a rental house . But they are allowed on fort morgan on the bay side

Not where we were at, but I did see one pet friendly beach, made just for that. Didn't catch the name but I'm sure you could Google, pretty friendly beach in Gulf Shores. Hope that helps.
