I would not recommend the cave tours for a 2 year old.
If you're willing to carry the toddler, then yes, but keep in mind there are steep and slippery spots along the tour. Cavern structures are delicate and not supposed to be touched. Toddlers touch EVERYTHING. 😉 Food for thought.
The walking and inclines inside the caverns would be tough for a 2 year old. Unless you plan to carry them most of the tour. But outside of that is a maze and sifting for gems they would have fun doing.
I would say not, at least the cave tours at any rate. There is some slippery surfaces in dark conditions and you're not allowed to touch anything, which I would think would be trying for curious toddlers.
