Far as I know flying kites is ok. No idea what kite bugging is.

I've never seen anybody running kite buggies out there on the beach. I know that the speed limit on the beach in a vehicle is 25 mph and its enforced.

Kite Buggying? Yes, its a nice wide stretch of beach with a pretty powerful wind, so you'd be able to pick up a lot of speed. WA State beaches usually have restrictions on motorized vehicles, this should be ok.

You can in the no motorized sections of WA state. Reservation beaches, just ask the local Res cops.

I'm not sure what that is. You can do anything on the beach as long as there is no motor as far as I know.
