There is a free beach access area but its north of the main state park space. A discover pass or day pass is required in the state park
The discover pass is $30 for a year, the day pass is $10. If you are handicapped, and you have a valid ADA placard, you don't need to have a discover pass.

I didn't notice any parking charges. I was camping tho. I did walk to the beach area as well and didn't see any collection kiosks. It is a state park, so a discover pass is required. Those are $15 dollars, good for a year, at all state parks. They are required in all state parks, but you pay once for a year access.
